Military equipment can mean anything from a small radio through to a large fighting vehicle.
An old US military test environmental standard is Military Standard 461 (known as Mil Std 461) this requires the anechoic absorbers to be better than: -6dB @ 80MHz and better than -10dB @ 250MHz upwards. There are revisions of Mil Std 461 currently at rev F.
There is a UK Defence Standard that is known as Def Stan 59-411, this standard requires a level of measurement accuracy along the RF/microwave spectrum, although the requirement is not as strict as the civil EMC (CISPR16-1-4) standard it does demand ferrite tile + high quality hybrid, so, the Def-Stan anechoic lining becomes close to a higher commercial standard (but more expensive than a Mil Std 461!)
Normally radiated tests are done on a bench with a conductive surface (copper is common), the conductive part of the bench is grounded back to the chamber wall/floor.
